More money can be made shipping low-risk legal goods than high risk illegal drugs. This will result in a constricting of drug supply as well as increased demand for drugs as the star war rages on, displacing trillions into poverty. Smuggling operations will grow into legitimate shipping corporations and pirates will be less inclined to interfere, as armed cargo transports will be in high demand. Former pirates with heavily armed cargo vessels will probably be offered pardons if they run legitimate trade routes during war time. Letters of marque may even be a thing.
