His point is that moral code influences development of legal code. Though we don't label our western laws as "religious law", there is a reason, for example that many lawmakers want abortion to be illegal, and in many western countries divorce was illegal until recently (like most south American countries).
Its odd as a once Christian to hear a Muslim scholar talk on Christian beliefs. Other pural God religions believe in faith not works? I never heard such a concept. I will have to try to research that - very interesting.
