Referee Torbert did give an explanation. As did Gene Steratore during the game. They showed the replay of the field judge running onto the field blowing his whistle to try to stop the play. Not sure what else you need.

It happened quick, all in an instant. How can you not see that they used a “clock miscommunication” to gain control of a pivotal down? He said, at first, to run play clock AND game clock on “my signal”, on purpose, so that they could either allow the play to stand if KC got the first, knowing nobody would notice the clock, or have transpire what transpired, when they didn’t get it. It’s a perfect thing that nobody can argue: “clock error amendment”, so to speak. It could have easily been figured out without re-doing the play. Do the math on how long the play took, set the clock according to that and the clock not starting until the snap and you’re set: play on

Not what happened at all. Here is what ACTUALLY happened: Prior to the 3rd down play, the Down Judge Kent Payne stopped the clock, came in and re-spotted the ball by a half yard. Ref Torbert had them adjust the play clock to 10s and said the play clock and game clock would start on his signal. However, because the previous play on 2nd down was an incomplete pass, the game clock should not have started with the play clock but should have instead started with the snap. The field judge was the only one that noticed, and tried to blow the play dead but no one heard because of Arrowhead's crowd noise and the play went forward. As special teams was taking the field, the refs were huddled and discussed. It was at this point that Torbert had the clocks adjusted and announced they would replay 3rd down. He did not explain why, and that is the likely source of the confusion (and the ridiculous "rigged" charges here). They did what they were supposed to do.
