No, it's not. It's saying you have to report what you do with election finances. He could have used his own money to make a hush money payment, and it wouldn't be illegal. That's not what makes the scenario illegal. You cannot take election money, from a nonprofit account, from all sorts of donors and sources, and use it for a purpose which it is NOT legal and then hide it. It's really not complicated. It's election finance fraud. Which is prosecuted all the time.

The most damning thing is that he paid an adult actress (why?) to be silent (about what?). Why is the President doing such things? I took 3 years of getting their legal ducks in a row before anyone would bring a charge against a former president. That’s why I know all of these cases are watertight.
