Resolution 1701 was for both Israel and Hezbollah to leave southern Lebanon, with Hezbollah ordered to move north of the Litani River. The UN forces were supposed to be there to ensure terrorist group Hezbollah were disarmed and didn't make any presence south of the Litani River. Resolution 1559 also ordered the "Lebanese army" to ensure only their forces were in any part of southern Lebanon, south of the Litani River. Israel complied. Hezbollah didn't comply and expanded. The UN failed to carry out ALL its duties completely. The Lebanese Army ignored Resolution 1559.

While United Nations has failed to enforce its 1701 mandate, Israel has every right to defend itself.
