When Israel left Gaza in 2005 it didn't bother to provide the Palestinian population an independent infrastructure which could supply these needs in place of Israel, nor has it allowed, due to the naval blockade, the required building materials and operational requirements into the Gaza strip since then. It's also important to note that the Palestinians pay Israel for water and electricity, it's not free.
