I really hope this guy isn't representative of professors at the University of Strasbourg, because he's blatantly either wrong or lying on his area of supposed expertise. Leaving aside the absurdity that warning civilians of attack breaches international law, there's also his assertion that if a military target is in a civilian area it cannot be attacked if any civilians would be harmed. This is blatantly contradicted by the 4th Geneva Convention, which states that the presence of civilians does not make a target immune to attack, so long as the anticipated harm to civilians is proportional to the military value of the target.

The civilians shouldn't be warned, that goes against International Law? Really? Is that why Hamas didn't warn the civilians on October 7th?
