To your question on the caps, powder and balls, not real bad. The reason the government does not restrict it is more due to how long it takes to load. You have either 5 or 6 rounds... and then it takes you at least 30 seconds if you swap out the cylinder, and upwards of a minute to manually reload. More than enough time for a police officer to take you down.
