If you’re wearing numbers 1 to 11 that means you’re most likely a starter the lower numbers 1 being the keeper are usually defenders and the higher numbers are midfield or forwards number 10 is a center forward a 7 is a Winger and a 9 is a poacher when you join a team you want that starting number if you’re a center back you want the number 3 or 4 and so on it’s based on tradition based on the starting 11

At the beginning of giving numbers it was only allowed to start with 1 and go up until every player has a number. In World Championships you are still only allowed to use this method. So yeah 1-11 were the starting players back in the days. But nowadays it differs. In national leagues it is not a must have anymore. In Turkey and Russia there are players with numbers like 66 oder 89 starting every game. In Germany there are often players with 28, 31, 38.. in England the talents often have 40, 41 etc., even when the squad have 28 players..

To answer your number question- the reason you see a lot of the same numbers in football (10,7, 11, 9) is because numbers have significant meanings in football. Usually the best player,the playmaker or also called "maestro" wears 10, attacking wings wear 7 and 11, middle lone striker wears 9 , etc. Even in defense, 6 is the best defender. Kind of like how in American football many QBs wear 12 for instance.
