I would say it's comparing apples to oranges due to differences in origins. Jarvis was in all definition human created AI who more solidly crunches numbers and doesn't have emotions. Ultron was created from neurostructures of humans (banner, stark) and the mind stone. He got all the intelligence of those things but he was also compromised by his emotions and passions which is what the whole movie is about. How wounded he was. So I'm willing to bet if Ultron had been more solely focused on the nuclear codes he would have eventually gotten them but he didn't want to because his emotions. He wanted his crescendo to be a meteor of metal cracking the Earth and because his heart wasn't in the task of getting the nuclear codes he never got them. I'm betting even if he did get the nuclear codes he would have just used them as a hostage bargaining chip to advance his crescendo endgame or to buy time.

Ultron is stronger but because he has emotions it causes him to become irrational and weaker basically

Ultron was meant a conscienceness being similar to that of a human. There is no chip because ultron was suppose to be self sufficient. Whereas Jarvis was AI (programmed by logic) Ultron was something more, driven by emotion, and given that he was a prototype gone rogue it makes sense that he wasnt confinable to a chip

Honestly I think that since Paul Bettany was the voice of Jarvis when he became Vision it might have caused confusion to continue using his voice. But Ultron was designed to be self-sufficient. Didn't need a chip. But also we didn't see them design Ultron so it may have had one which it overpowered.

Key Issues Well I would Agree to that in the Comics but not in the MCU Rodey (War Machine) only been a supporting character in IM1,2,&3 etc! He has no stand alone film and not even a Disney+ series unlike Falcon,Winter Solider etc who started as sidekicks aka supporting characters and he only borrows Tony hand me downs! I would love to see him step up after Ironman’s Death and be his own Hero finally!!!
