How do japan get those island in the first place? Japan invade them . Later, Soviet invade them. Japan dont have legal right to ask Russia to return those islands.
The reason why the Islands are in dispute is because either all of the Kuril islands supposedly belong to one country or the other, as per earlier japanese logic.
As Putin said in an interview: "Russia does not have territorial disputes at all , it's only Japan who thinks he have a territorial dispute with the Russian Federation".

Sorry but now is the worst possible time for Japan to want those islands back, sure the Japan has an army once again but problem is that Russia's new best friend China now has an absolutely huge navy and still wants revenge on Japan for what it did in WWII. Also the US army has been weakened by those wars on terror from the last 2 decades and the US are too focussed on Iran and Venezuela to help Japan thats why they let Japan rebuild its army in the first place... @@theloniousm4337 not exactly true. That treaty was solely about the New Territories leased in 1898 for 99 years, therefore the handover in 1997. But since the original colony on HK island wouldn't have been sustainable without the New Territories, they gave it back aswell.

The problem was they were administratively indistinct and it would have been impractical to try separate with a new border where one previously didn't exist since Kowloon boundaries had expanded and creeped into the new Territories. Point being, the British ceded Hong Kong in 1997 largely because of contract terms and not military intimidation from China.

any submarine requires a big ship (submarine tender) which resupplies the submarine with food, water, fuel, and the tender needs to follow the submarine on the sea. a path from the sea of okhotsk and the pacific for both of the submarine and the tender is in fact limited because firstly a large amount of ice is drifting in the kuril islands and the tender cant navigate and secondly straits between adjacent islands of the kuril islands have different depth of water, and the submarine cant go underwater through the strait which has low depth. through only one strait between kunasir and iturup (пролив Екатерины) the submarine and the tender can sail from the sea of okhotsk to the pacific. if russia gave away kunasir and iturup to japan, the japanese submarines and the american submarines would sail from the pacific to the sea of okhotsk in an opposite manner. thats why russia never give over kunasir and iturup. many books mention about the reason, but almost few of the tv news programs report this essential point. the tv news programs always report just "the northern island issue." not all japanese are interested in the territorial dispute.
