Call the cops then sue your neighbor and the tow truck company and press charges on the tow company for stealing your car

In the story with Britney if this is in the United States just call your local CPS. Tell them that your parents are immoral and they're letting somebody who has nothing to do with you take over the parenting. They will remove you from that house faster than you can say Jack Russell Terrier

In addition: if it was me I'd for sure filed a complaint fir psychological abuse at the child care centers.
