Penguin isn't a better person than Jerome. He's just less impulsive and thinks things through. So does jerome but his plans are just mass chaos. Penguin was pretty ruthless in season 1.
@@leafyishereisdumbnameakath4259 but, unlike Jerome, Penguin is capable of feeling empathy and even love. Jerome doesn't care about anyone or anything, he just wants to cause chaos.
@ladygiseler2187 kind of like penguin and joker in the comics. Penguin only has empathy for a few but some versions of the character don't kill Willy nilly. Some only kill people who they think are laughing at them. Anyways jerome spared him for six weeks. Penguin killed people who helped him in season one. Jerome did too with Greenwood but he's just crazy. Maybe you're right, jerome has no empathy which is why Jeremiah was so scared of him. I find it hard to believe Jeremiah was once a good man and the gas made him crazy. Then again that's exactly what the Tetch virus did so that's the logic the show operates on.
