I do agree with you to huge extend. You could also look on some on his past speeches and debates you can hear that non only he didnt have problem to speak coherently, he was actually very capable rethor. That being said, I think that stuttering and stammering are one of those personal flaws that if its natural for you, you need to make effort to eliminate, so it's not noticable at your best, but very noticable at your worst. => present during your youth, then not present during your adulthood (you train to mitigate it, gain confidence and experience, but when you dont sleep well or you are tired, it shows itself again) and then as you enter your last years it reapers even if you are still mentaly present.
