Some people think foolishly and ignorantly that it's a 'modern fashion' not knowing that doing eccentric things like these is a certain mental disorder. Just see those cannabis or drug addicts. They all have tattoos on their bodies and also wear earrings. Really, do they do so to look more beautiful or attractive? Not at all. They're none but eccentrics with mental health issues..
The operative words is "some" people with tatoos. As mentioned before not all who have tatoos are having BPD and not all whohave BPD will have tatoos. It is influenced by culture, adherence to the culture, being against the grain of culture and creativity as well.

Getting tattoos (or other "eccentric" things as you put it), is not a mental disorder. Get out of your cultural box of thinking. It's true that people with BPD tend to get tattoos, but they also exhibit other self harming or dangerous behavior. But that doesn't mean everyone who get tattoos is mentally ill. For vast majority, it's a form of expression. Your argument is like saying "Prabhakaran washed his butt with water after a dump, so anyone who washes his butt after taking a s**t is a terrorist".
