Harvard Kennedy School's Joseph Nye is university distinguished service professor and Sultan of Oman professor of international relations. He is the author of many books and articles on international relations, including his most recent book, "The Powers to Lead."
Nye, who coined the term soft power to describe the power of attraction as opposed to coercion in international relations theory, was interviewed Feb. 12 by Philadelphia Inquirer foreign policy columnist Trudy Rubin as part of an initiative sponsored by the American Academy of Political and Social Science in conjunction with their journal The Annals.

Soft power is power based on influence, culture and reputation that is used to set the global agenda and shape preferences of other.

Soft power increases the potential for more power, leading to the increase of hard power, which will be used once it becomes a favourable option to do so. So soft power is power after all, nothing less sinister than hard power, but simply more deceptive

@gregboyds hey Nye is talking about about influence in the world and public opinion on this influence. The thruth is that america's repution in the world is pretty bad, and thats because of youre excessive use of hard power, Europe on the other hand has tryed to limite peace enforcement for extreme conditions, and used soft power to resolve any problems that were possible to solve. The question does not lie in the stability of the agents but in «popularity» in the world and its nature.

Soft power is one-sided. You justify it by assuming you're right. If you are right, you are justified to change the minds of others to do what you want. If you are a race supremacist, you already hold that belief. In that case you need no justification. You are exceptional, all others must comply to your wishes. If others fear you, and they know you carry a big stick, you can then use a soft voice when making your demands, as this video illustrates.

Soft power is not power, it’s submission. There are three ways to get someone to submit, voluntarily, through trade, or through coercion. Voluntary submission is what he calls soft power.

@gregboyds although i understand where youre comming from, but please read what i said, and think about it not saying if youre use of hard power is right or wrong, just saying that it damages youre reputation in the international stage, and thats true. If we visit another country, european people are generally better accepted than american

I can't hear Prof. Nye talk about "Soft Power" without feeling like it's an attempt to over-dramatize a very simple point. He might actually look better if I could see him in a tougher interview. Soft power is very nebulous, with no guarantee it's there when needed. Sometimes it can run close to appeasement. You might say Chamberlain was pursuing Soft Power with Germany in 1937. (Stalin clearly was.) So how does Prof. Nye propose measuring concrete concessions against a "soft" benefit?
