Julia Delaney was the sister-in-law of Francis O’neill, Chicago’s police chief back in the late 1800’s and early 1900’s. The O'Neills and the Delaneys were a musical extended family.
It's not clear which one came up with the tune, but either way it was probably composed in Chicago around the turn of the 20th century.
"Julia Delaney" is a common Irish session tune, recorded by many a fiddler and band: the Bothy Band back in the 70s, Kevin Burke, Liz Knowles, the Chieftains, and others.
