That film on the stamps is from the manufacturing process. All new stamps have that. There’s a few things you can do to get rid of it. I usually rub the stamp on my arm a few times or you can use an eraser. Or use black ink to stamp it a few times on scrap paper and wiping it off before using oxides. If you use an eraser, you can prime a whole stamp sheet at one time before using.
Also, the new 3x4 SBTM stamps in Ali's sub kit are not the same quality as the Story tStmps or general stamps she does so I find they tend to puddle and get weird no matter if I prime them. They changed the quality in the last year of those particular stamps. If you compare to other Ali Edwards stamps you'll see they aren't as high quality.
