It's Waukesha, Wisconsin, not Washington DC. In places like Waukesha the cops put up some saw horses to block the roads, probably had "Parade Route" signs taped to them and a few cops were directing traffic around the area. Waukesha is peaceful, nice, safe and law-abiding. People would have just backed up and driven home another way.

I saw video of the SUV blowing through the wooden barricade. Cop tries to shoot driver.
