The only thing I can figure is that the Trump administration had something on him, and forced him to retire. I mean, it's really a very extraordinary development with regard to Kennedy, and especially as regards his devotion to the SCOTUS.

nope. he wanted out while a republican was in office to replace him. he actually lobbied to have kavanaugh, his former clerk, appointed in his place. the book supreme injustice talks about this. great read.
