the way I understand this situation there is two different teams working on the game: worldwide team and Chinese team that's working exclusively for Chinese server, and this is why Chinese tft has more chibis, more arenas, exclusive prestige chibi Gwen, and also game mode where you can play any previous set (iirc). Chinese lol has exclusive events, exclusive chromas, and maybe something else I forgot to mention. so I think there is some strange kind of contract between tencent and riot so worldwide team can't use something that Chinese team made, but they also can't (tbh probably just don't want to) make as much original content for players as Chinese dev team. just in case: I'm not arguing with you, just wanted to share my thoughts, and well I'm very sad about missing one of my fav champion chibi legend just because I'm playing on different sever :')

It's not like they don't want your money or it's being "exclusive", it's just the situation is that this Chinese TFT and the global TFT are *2 completely different* games. So they have different teams to work on and give out different contents. You can go and compare to the chibis that got released in both games to see that they look completely different (the global ones are always better imo). But you know it's Seraphine, maybe she will get released globally in Act 2 of the set.

It's not actually "exclusive". Cuz there are 2 different teams that work on 2 different games. You can compare to the chibis that got released in both games to see the different in the quality.
