That actually somewhat works in German. "Englischer" is an adjective describing something as coming from England. Englischer Tee = english tea. But you could just leave it as is in a sentence and the likely subtext of you talking about an english *person* would be understandable. Though the proper noun "Engländer" would be more appropriate. For "Japaner" it works even better as that is literally the noun for "japanese person". The corresponding adjective for "something coming from Japan" is "japanischer". Japanischer Tee = japanese tea.
