He didn't surpass Madara, he was able to almost kill him, but he didn't so that means nothing. He's at Madara's level in terms of strength, but Madara was still far stronger than guy was overall. All it would have taken was 1 Genjutsu to put Guy down.

I think, Dai guy has no chakra and Might guy has little chakra. So basically, Might guy can used ninjutsu, but not that much. Unlike rock lee who doesn't have any chakra like dai guy.
