Not sure why people can't accept/remember that the cases of OOO and Zi-O that what the Final Form is is based on specific meta/merchandising-based criteria. Power, completeness, narrative importance are only written AFTER PLEX has designed the form and toys. - Upgrade of the show's final quarter, generally eps 31-40 - Is an interactive add-on to the main belt that is released on the week of the form's debut Tajador, Super Tatoba, and Ohma Zi-O, and any movie forms, all fail at least one of those criteria - Tajador debuts in a Movie War and then in the third quarter, completely disappears during the final quarter until the last episode. - Super Tatoba is post-series - Ohma Zi-O doesn't have Ultimate Kuuga's excuse of not having the formula established yet by Ryuki, and the toy to achieve this form is an entirely new and limited edition belt for adult collectors, one that CANNOT interact with the Ziku Driver and likely something families couldn't easily buy, considering DX can sometimes already be a little too expensive for middle class families, hence the myriad of much cheaper but less innovative options. - Speaking of justifications, Kiva Emperor was likely rolled out in the third quarter out of to necessity for Seiji Takaiwa's health as he was being crushed by the apparently ill-fitting Kiva Form suit.

Well Zi-O legend rider concept is more costly than Decade. Because Decade just simply turns into other rider which is TOEI still has their costumes.

He can just diesnt because zio was always about the lineage of the riders not their final upgrade. He usually summoned other forms a little but usually just their weapons(titan blade or full bottle breaker)

He can theoretically do so. Decade as well with the final form cards

He can totally armor up with the powers of the ultimate Riders, but toei would have to make more armors to do that, I'd be happy if he used the ridewatches like the Quartzer Riders and just activated them fro there powers without armoring up.

The debate is frankly stupid to begin with, because many forget, conveniently ignore, and/or can't accept that the forms are dictated by marketing and toys, with the writers only thereafter having to come up with in-universe lore, justification, and treatment. And I've argued with a lot of them that continue to insist on Tajador and Ohma Zi-O being the final forms because they're "true, final, complete, and/or strongest", all of those simply being in-universe reasons that come from the writers working with the designs Bandai gives them. It makes me remember that, as much as I want these shows to have good writing BECAUSE they're shows aimed at kids, the primary goal is to sell toys. And the toys always dictate what the writers have to work with. So, if Kento Shimoyama and co. want to continuously humiliate Grand Zi-O for being "incomplete" (which doesn't hold water anymore post movie, anyway), none of that changes that it is the Final Form while Ohma Zi-O has always been an Extra Form, because Bandai dictated it.
