This commentator consistently gets things wrong. You're 100% right, he didn't have a phone, so he doesn't have the app. However, he does have all documentation with him showing he has been vaccinated. The woman is not a Karen and does not have daddy issues, the issue is that her father doesn't have a cell phone, but he is all the legal documents with him that prove that he is vaccinated, that is all that is required, the app is not required, the employee is wrong.
