Then control of importing goods, meaning local goods which exceeds standards are given market priority before importing competing foreign goods.

The problem is many either don't know or the cost of machinery is out of reach for most producers. I think step 1 is there should be less taxation or import duty for machinery used in industrial production.

@@johnlewis8340 but machines are inevitable. Machines in the long run cheaper than having workers. No litigation, monthly wages,speed of production etc.

NOTHING and I REPEAT nothing beats clean hands, gloves give a false sense of cleanliness and workers relax on sanitization but with hands - no chance.
