Naw, he missed one of the events while splunking in the basement. That event is what caused all the items to be scattered. The message he got before going down there from the signal was the start of that event. He straight missed an event. lol

I assume this far into the future you probably understand better than I - but my understanding has always been that as you go down the stairwell you end up so far away from the map origin that objects can't exist and, probably, float imprecision causes the objects back in your base to experience a bunch of phantom forces so they end up scattered (this kind of thing happens in a lot of games when you move really really far out from the part of the map where things are designed to function)
Looking at it doesn't do anything, if anything it just makes it look invisible. Its behavior is covered in a few videos that people publish and those should help you understand the insomniac better.

theres more than one slab for you to find and i think you use those at the pentagram but im not sure and also if you feed the cat plushies shrimp packets they grow and eventually you get a surprise
