If Garuda found Rocky, then he I'll know the peoples who behind all of this things. Killing his father is the only way to stop Garuda to stay in his palace.

Actually Garuda was going to see what happened to those 23 guards. If he comes to know that Rocky killed them, garuda would kill those 20,000 people. To avoid him going there, his brother killed his father. So that priority is given to his father not to those 23 guards death. Thats how his brother saved Rocky. Here Garuda's brother is taking Rocky side and helping him in killing Garuda..

Garuda's brother is the mastermind who hired rocky to kill garuda. When rocky killed 23 guards and burned them to give signal. The other guards were their way to the check the fire. So Garuda's brother in order to make the guards turn back from investigating the fire. He before hand told to inform that his father died and He killed his father before garuda came to check.so that , the guards who weee on their way to see the fire would come back. When garuda's brother said garuda might kill all 20000 people to find who were the culprits, he was not worried about the people. But, he was worried that rocky might get captured and in turn his plan for garuda's assassination might get exposed. Bcz, he also wants to be the boss of kgf.
