I'd say that's within character, Franklin starts off the game possibly never had killed anybody but became battle hardened in the story, but you can still minimize it.

This is awesome. So glad we got to see this after 3 long years! The perseverance and effort really goes unmatched honestly. I'm excited to see how low the number can really go eventually with the followup episodes.
the pacifist numbers are the most fitting to each character and the most realistic ones, Trevor is a maniac so obviously he's gonna have more kills, Michael has the most experience with the gun and Franklin is still a young guy
I hope they make the combat more substantial and tactical in GTAVI, so you could have more missions with only 1 or 2 kills. Some of the gunfights in V felt impossibly silly at times, like when Michael defends his house from merryweather
The fact that a “pacifist” version of this game requires 3 people to collectively murder at least 96 people in the span of a few months (I think?) says a lot

In pacifist% you should value killing as few people as possible over melee kills. People see the total of kills you do. They do not see the% of those that are melee.
Technically you can get down to 1 iirc, if you use omz skip. While that isn't doing the missions, it is completing the game. I think you can use mission fail skips too ofc, but eh.
Its crazy frank has the highest cuz Trevor have the stranger freak rampage mission I thought trevor got the highest Michael second cuz of the alien stranger freak 3rd Franklin
