She is not a woman by sex, but she is a woman by gender. Gender and sex do overlap, but they are separate. Gender is largely a social construct, although biological traits do play a part in gender. Women are more naturally attracted to care giving jobs, and generally have a more nurturing personality than men. Men have a more argumentative nature, which is why they generally have a more argumentative nature and like politics and debates. Now, of course, there are cis women who are better at arguments or politics than cis men. There are of course cis men that are better caregivers than cis women.
