A lot of different products have used this name but I remember in the 80s getting a set of imitation Legos from a thrift store as a kid called Lock Blocks and they were the worst. The mostly unaware would mistake them for Lego at a glance but if you really look at them, you'd see that the the little nubs on top of the bricks were more than twice as long which pretty much just caused them to fuse together permanently. They were made out of a really rigid and cheap plastic that was murder on your fingers when trying to pull any pieces separated again. Usually led to a lot of small cuts and broken fingernails, I used to have to pry them apart with a butter knife.

They're called 'Heroes On Earth' to distinguish them from the Brick By Brick 'Heroes In Space' sets; which have nothing to do with superheroes but are space themed. And they are rubbish too. Block Tech make the sets for B&M to sell under their in house brand 'Brick By Brick. They do the same for Wilko to sell as Wilko Blox.
