Hello and thank you. I don't think you would be able to make kombucha with sweet tea and vinegar. I do know people that will add some vinegar to the starter tea. However, the vinegar doesn't contain the bacteria and yeast that make kombucha what it is.
You can make kombucha without scoby though. It might take a few attempts or need longer brewing time and certainly a higher level of variability, but eventually the bacterial culture will develop in the right quantities (the right bacteria exist on most plant surfaces). You should be careful with the water that you're using though as chlorinated or softened waters can, obviously, halt that bacteria in its tracks.
