I think it's just the same composer for the most part OR Maybe because both Hyuga and Akita play kinda big role in the game for the most part as well

It's supposed to be a combination of Hyuga's theme and Taizan's theme.

Tatsuya is the black panther considering the title of the game, and this theme and The Naked Panther both play during a turning point fight for Tatsuya. So it’s more of a theme of the fight instead of the opponent’s theme.
