It is not at all a specific time order. Even after the time of usman radhiAllahu anhu when major conquest already happened in islam, multiple marriages were not only common among sahaba, tabi'een and taba' tabieen but actually it was more than 90 pc of Muslims who had multiple marriages. The only condition is the man should have the intention to do good with every wife and should have at least the minimal worldly resources to manage the daily stuff. It doesn't mean this is highly recommended to do multiple marriages but it is important to understand that it is a common practice from the best 3 generations even in the normal circumstances.
