LA Doctor Explains Why Homelessness Is Growing in the City | Houman David Hemmati

"We're talking about homeless housing located on some of the most expensive land on Earth, occupying what used to be a much-needed parking garage, at a cost of $2 million per unit. The value of that land was around $120 to $150 million. If they're building 120 units on there, that's a million dollars per unit of just land value, taxpayer land value. And the council is justifying it, saying, 'It's very much needed, it's environmentally beneficial,' and that 'it promotes equity by allowing homeless individuals to live in a nicer area rather than pushing them off.'
Siyamak sits down with Dr. Houman David Hemmati, an activist and resident of LA, who over the years has been observing how the LA county is dealing with the homeless, including the city of Santa Monica.
"I've seen people who've owned buildings and wanted to develop them for medical purposes, who've given up and said, you know what, I'm turning it into homeless housing, I'm going to make more money quicker, because the city will just write me unlimited checks. And that's what's happening."

Agreed. This is the first time I've seen anyone actually verbally say what's really go on in L.A. He nails every thing. Mayor Bass needs to put him in charge of the homeless problem. The only thing I would add is - 1. The homeless problem in L.A. is a federal problem not a city or state problem. A majority of the transients of the U.S. come to L.A. and always have since the railroad was built to end near Skid Row. The L.A. times did an investigative piece a few years ago that investigated state hospitals in Nevada bringing in van load of homeless patients and dumping them in Skid Row. They were fined but not closed down and there are other institutions that do this. Even the governor of Alaska made a speech claiming that he sends his homeless with a one way ticket to L.A. cause L.A. has resources for homeless. Therefore the transients of L.A. are not an L.A. problem but a national problem. 2. The laws that were repealed that allowed involuntary institutionalization of violent crazy people is what led to this. L.A. is now an open air asylum because those laws were removed and now there's crazy transients murdering or assaulting innocent bystanders on almost a weekly basis. They don't get arrested and permanently held until they murder. The crazy transient that just stabbed a woman to death on the subway had been arrested and released multiple times for violent incidents. Imagine a state hospital with a lot of violent patients and then suddenly someone opens the door and says all of you are free to go onto the streets. Then they turn to the residents of those streets and say - may the odds be ever in your favor. THAT is exactly what is happening in L.A. It's a failed experiment and L.A. is working on reversing those laws to allow for involuntary committing them - but no doubt protestors will protest it and it will be a shit show. But we did their experiment of letting violent mentally ill run free on the streets and it has failed with loss of innocent lives.

IF it's not for pocketing the money off of Taxpayers then they wouldn't be in office. that's the whole point is the divert the water to their own personal benefit. Without drama and chaos, they won't have a reason to use those fundings. Homeless people are the just the front cover for the public, they stealin from the back.

Doctor, several years ago my son was in a horrendous car wreck. He was transported by ambulance from a rural county several hundred miles north of LA to LA because he needed medical assistance that was unavailable in his county. He ended up in the hospital for over a year. Then they wanted to discharge him but have him come in daily for bandage change and wound cleaning, etc. We thought the hospital social worker would help him find housing for the disabled but no, she called to say she secured him cot on skid row. Skid Row is dangerous and is 20 miles from the medical center. I flew out 3000 miles bought a car and we lived in the UCLA Medical Center ER parking lot for a year. We could only afford a motel two nights a week and we'd shower and get a good rest. I can't praise the ER security enough. They were so kind and understanding. However, why is there nothing for the newly disabled?

​@@kimberiysmarketstrategy Good luck if you're a sane Californian, who unfortunately becomes disabled. Say "bye bye" to any savings you might have. Say "hello" to your new home on the streets. Nobody in the government cares to set up a "success plan," before a disabled person is discharged from a hospital/treatment center. That's how sick people end up homeless. And... Nobody seems to care once you end up there. Nobody... Job training? Where? Where is it? Oh... right... there it is... but, you're going to need to sell a kidney to pay for it. That's the reality I've experienced. Talk is cheap and if you're looking to survive, don't hold your breath or look to a social worker to help you. The government is full of waste, mismanagement, and bureaucrats who are taking tons of money from the bottomless pockets of taxpayers. They flap their lips, then go home at the end of the day.

This is so spot ! My daughter just moved to Santa Monica from Austin. She loves California. If I were there I would be involved with your efforts. I wish you could do an interview on The View or CNN. We never hear or see anything about the homeless crisis. Best video I have seen about this huge problem. California needs Dr.Hematti. Keep going with your common sense solutions!

Santa Monica has been going downhill for a long time. I recommend tourists to avoid this area and also Venice. Head north to Malibu or head south to Orange County. 3rd St is no longer what it used to be and I don't see myself going back again.

If all homeless in santa monica goes there to live, very soon new homeless folks will migrate there and become homeless. It has showers on the beach, nice view, great weather. Much better than skid row.

If illegal, and most are, there is an entire system that helps them, keeps them working tax free-under the table, no background checks, all Hispanics welcome-anyone else will not fit in. Tax free in California is a living wage when they all live in one apartment on bunk beds, etc.

Maybe they're all coming for the millions of construction worker jobs that don't exist 🙄. Oh... Many will tell you, those aren't the jobs they want. They don't want to do the dirty jobs. When I was homeless I applied for housing help. 8 years later I got a call saying I could finally get it. In that time my kids aged out & I bought 2 homes, divorced, remarried...started a business. WOW. I DO want to say, I was on assistance. I took 3 jobs with my resume that CalWorks built for me & an outfit Mervyns donated for Working Women. They paid for 1/2 my college. These programs DO work. I built 2 companies, bought 2 houses and raised 2 boys on the spectrum. I am very worried though...these days may be over soon.

The program works, just the waiting list is long in more desireable areas. I lived back-east in a not so desireable area and the waiting list was 3 months. At the same time, the waiting list in Los Angeles was 10 years. This was pre-Coof so who knows what the waiting lists look like now that people are commonly losing their livelihoods.

New homeless housing should only be given to Veterans. A Counselor & security should be in building due to Vets or other unhoused people having drug or mental health issues.

Dr. Hummati very well spoken and intelligent. Want to bring this to you. Drugs are so cheap and homeless person only need $3 dollars to get high. That’s a major problem. They never go with out being high. They never go through sober battles realizing the situation they’re in..

This is a gross waste of taxpayer finds. 120 units is laughable. They could house about 1000 people in that structure: leave the parking structure up and people could sleep in there-out of sight. Enclose it so it is warmer in the winter, or provide little boxes to sleep in. Provide Porta potty’s, portable showers, and hire people to regulate the crap the try to bring in, keep it clean, and safe.

Somebody had to have signed the check. Or who "received" the money, it had to have been deposited in a bank. The IRS can tell when I misreport $250 and they can't find the 25 billion? I say that its in someone's pockets. There must be a way to find out...if they really want to.

California has a few empty military barracks they could try to use instead of prime land. Can also buy cheap land outside of LA. Building in prime land is just dumb.

True... Q: Why does CA have 1/3 of the nations homeless populations? I'd like to know where these people migrated from. I think it would be a good idea to require that all states take in an equal amount. This would lessen the strain on health services for states with high numbers. It would also lessen the tax burden while simultaneously allowing for better quality of patient care.

@@Niv1030 SF and other Cal cities give out free drugs, free food, and weak policing. It attracts homeless from around the country. what nobody is telling you is that over 2000 homeless people die every year from drug overdose in California.

@@tomofnorthcal The current system for dealing with the two major problems (mental illness & drug addiction) can't/won't work. Why? Bcuz the people suffering from these conditions require intensive rehabilitation. Which isn't happening due to various factors (lack of treatment beds, money, incomplete/inadequate treatment, gov/healthcare bureaucracy) the list is endless. Whatever the issues are... The success rate can/should be better. But... Those goals are nearly impossible to meet when some states are dealing with such high numbers of cases. This is my reasoning for requiring that all states be required to provide services for an equal number of Americans in need of such services. The not in my backyard approach simply, "isn't going to work." And... 2000 Californian's dying annually from the Chinese/Mexican drug shouldn't be tolerated by our government. We know that border isn't going to be closed until we get rid of Biden & 95%of this Congress.

God bless this good doctor! I used to live in Marina del Rey. And for many years I would bicycle through Venice Beach on the boardwalk and then to the Santa Monica promenade on into Brentwood. It was one of the most enjoyable. Of my life. You're the Beautiful beach and beautiful girls all around. I moved out and bought a home many years ago in the South Bay. And as I watch this video, it distresses me to hear about the plight of what or once enjoyable and safe areas to bicycle in. Looks like the crazy lefties have killed another wonderful spot in the People's Republic of California.

🎯 You're absolutely right. Many of the homeless have mental health and drug addiction problems. Their issues require treatment. Any attempt at getting them off the streets will likely fail, due to lack of proper support services.

@@RacerX1971 You would think that applying for disability would be a logical & simple solution. Unfortunately, the process is plagued with outrageous bureaucratic red tape. The entire process for patients, typically takes approximately four years (in CA). I know patients that have had to go onto general relief, while wading through the problematic process of applying for early SS benefits. It was wild watching a 52 y.o. patient go through emergency heart surgery (quad bypass), get released from his job, go onto g.r. while he fought the Soc Sec to give him disability benefits. I'm surprised the guy is still alive. I would've had a heart attack. Want the kick in the head, winning finale? After three years of fighting with the government workers, his claim was granted. But... He had to forfeit nearly all of his first dispersement of disability benefits to the repayment of g.r. & other benefits he'd previously received to survive. So... People do whatever you can to stay healthy bcuz the system is definitely not your friend.

It’s insane if Los Angeles will build a unit for every homeless person, you don’t even know what kind of homeless people are you dealing with, drug addicts, people with criminal issues, it’s a big task to help them and perhaps babysitting them too.

The problem with people like this is that all their needs are met so they are out of touch with people who have to worry about being permanently homeless within one month of missing a paycheck. We NEED a vigorous social safety net that takes care of housing and medical needs throughout the country so homeless people aren't sleeping on your porch. We NEED a guaranteed jobs program so people are more fully employed without the caveat of abuse.

LOL!! That's a ridiculous solution . A LOT of people don't have families , let alone families that are intact , willing to help and have extra bedrooms . The problem is our for profit " Healthcare Industry " which makes it impossible to get the mental healthcare they need without waiting for months IF they can afford it .The other issue is the cruel cost of housing .Wall Street is buying up homes , flipping them and doubling the rent.

"The government can't be someone's family." Everyone has family somewhere and lots of people in California have family that is in another state. If the family doesn't have an extra bedroom, they at least have a couch for a little while. The family guest room and/or couch is not meant to be a permanent solution, just temporary help. The homeless person has to put in some effort to get out of their situation, they can't just expect to be taken care of like a small child.

Building housing specifically for and only for "the homeless": is treating the symptom not the cause. I don't think they should build stigmatizing housing that creates a public nuisance and needs a bookshelf full of new laws and regulations, and an entire new Agency full of Unionized Civil Servants with huge pensions and salaries to administrate - just build enough housing and then a little more and make housing a consumption good rather than an investment good. Singapore has a housing model that works and could work for us with some adjustments.

They won't because authoritarianism is arrogant and subjugating. California loves to enable instead of truly use healing processes that are sustainable and transformative. This state once advocated for autonomy. Authoritarianism stupifies and subjugates because that is all it knows. No political entity wants to fund case management or coaching principles. This is pure Machiavellian ideology. This is not fifteenth century London.

The Dr is right about not to take taxpayers paid property , but the issue is far bigger than this. One of the good thing about Santa Monica is that the city has rent control. The other parts of Los Angeles don’t have it and that’s why a lot of people who are even working, can’t afford to rent why??? Because no one is controlling the rent prices. Not every homeless is drug or alcohol users or mentally I’ll. The majority of them can’t afford to pay a sudden high increase of rent. According to the Government market value of rent price for every area, the apartments in Los Angeles are way higher. The other problem is a lot of homelessness’s are coming from other states and adding to the problem. Also,The federal budget that has been given to help homelessness, is being used to pay high salaried people and agencies that are supposedly have to resolve the problem and instead spending the money on their useless decisions and actions. Over all I think there isn’t a solution with the existing issue except change and find a right program,management , budgeting and control that all Californians can have a better life because apparently what they have been doing , isn’t working. You are absolutely right about our governor because of what he has been doing,and people who have been living in California for many many years, would see it clearly.

NO land should be worth more than $5,000/Acre. Land MUST be accessible to all human beings equitably. Land is for living on and growing food. NOT making money off of for luxury lifestyles.

Developers make a higher profit over expensive land and homes than they would an inexpensive home on cheap land. The Navy seebees can build a lot of homes, infrastructure, utilities, water, sewer, in a fraction of time and money.

The homeless should not be housed in $1,000,000 units. That's utterly ridiculous. However, few people are going to want to rent to a homeless person who likely will destroy the property.

homelessness is growing because rent. Period. Before the pandemic just 5 years ago, you could rent a room in a house all day long here for $500 to $600. Studio apartments were 800 to 1000. Today, people are renting rooms out for 1200 and studios are 2 grand. Basically anyone who cant afford 1200 or more is now homeless. I knoew several people who were renting rooms who now are in tent camps.

1,200 SQ Foot Tiny Home needs to be build on a plot of land for every homeless person. Transfer own land and home ownership to homeless person once homeless person be proven to be self sufficient to take care of that asset. Self sovereignty needs to be restored in dignified manner.
