it's not a dubbing error but more like a reveal, since until now nobody knew that ラフテル (rafuteru) means that. Because it can be interpreted as anything between "rafuteru, lafuteru, lafutelu, rafutelu, raf telu, raf tel, laugh tel, laugh tell" and so on. Also, Japanese language doesn't have spaces between words so it's virtually impossible to discern what exactly was meant by a completely made-up katakana word. All of these are pronounced ラフテル (and to Japanese people its still just called "Rafuteru") and only when the author himself finally shows us a romaji version of the word we can finally know that he actually meant Laugh Tale. In which case it would actually have to be ラフテール, not ラフテル so there must have been some retconning happening in Oda's mind but whatever. p.s. yes, I'm not fun at parties
