There are no good arguments for "wealth" taxes or taxes on "unrealised gains". All it does is make it impossible for poor people to build wealth... Which is actually the point. It is pure evil, dressed-up as "punishing the wealthy", which is absolutely the last thing it does. Inheritance tax is iniquitous, precisely for the reason you stated, plus, the rich never pay it because they can afford the lawyers to make sure they don't.

The reason you have 2 polarised sets of views is that you have home owners and resenters who think that home owners should be punished with punitive taxes.

4% of people pay inheritance tax today. Any increase won't impact the majority. Most don't pay CGT either. Once again, people are getting mad over something that doesn't even matter to them. Imo, inheritance tax should be 100% over £1mil outside of the residential property. Force people to either pass it on before they die, or use it. No hiding it in trusts either. Wealth isn't meant to be hoarded over multiple generations, it creates giant entities (Royal Family, anyone?) that own the majority of the wealth, preventing anyone else from owning it at any point.

It is only hard working, working class people that just scraped into the IHT threshold who with have their assets seized.

Scenario 1) Employed divorcee (effectively single parent never remarried) that has had to sacrifice lifetime luxuries to keep up the mortgage payments on the family house bought in 1975. Mortgage fully repaid at about the time of retirement. 4 children. Children growing up mostly had second hand clothes, for example, with very few trips out, cheap holidays, no restaurants, all house maintenance DIY, no parent taxi service, etc. (Ex-wife has buggered off, blown her money on another bloke and now is broke.) That house is now worth £700k. Upon death, no pension benefits to pass on, IHT will take £80k (IHT allowance £500k) and children are left with £140k each from the house in a distressed sale in order to raise the £80k within 6months of death (ok, a high interest personal loan could be taken out instead allowing more time to sell the house). Scenario 2) Surviving partner (same job and pay as divorcee in scenario 1) of a married couple dies aged 74 and leaves the family house to the single child. House mortgage paid off ages ago because of two incomes. Nice holidays, a bit of luxury splurging on a bottle of wine or two, and restaurants, etc. No IHT to pay on the £700k house because IHT allowance for surviving spouse is £1m (death of first spouse passes £500k IHT allowance to second). Single child inherits all £700k plus, say, £300k SIPP pension passed on outside estate to single child tax free. Single child gets £1m, tax-free. Scenario 3) Same as scenario 1 but divorcee has to go into care for last 6yrs of their life. All the children have left home. Family home must be sold to pay for the care. Upon death, there is £300k left. (Not relevant in this example but IHT allowance now £325k rather than £500k as no family home.) Each child gets £75k. Oh, and let's have another Scenario: 4) Same as scenario 3 but one child still living at home (was carer of parent for two years, unpaid). Now house cannot be sold to pay for care as family is resident. Children get the same inheritance as in scenario 1 (the child who sacrificed two years caring for the dementia parent gets no more than the others); taxpayers pay for care home. Who was responsible for the divorce? Who decided how many children to have? These are just a few examples. I plucked the numbers out of the air but are not unreasonable. I am not saying what is right and what is wrong. Real life is messy very quickly. Fairness is subjective. You cannot make everything fair (but you can try with whatever is within your powers). It's a lottery before we are born. The impact of the details can matter a lot to the individuals in some cases. Passing on your wealth before you die is all very well but you must do it earlier than 7yrs before your death to avoid IHT (have you got it in your diary?) and, also, then the taxpayer will have to pay for your care home costs entirely as you then might have no savings, no house, and just a state pension. Fair?

Thus, the individual that inherits the home is penalised - they must pay tax and if they need to sell the home to pay the tax the purchasing power of the money from the sale of the home has decreased.
