I believe it is called a light force which is a ladder truck and engine operating as a single unit. You usually see a ladder company firefighter with a saw cross cutting to open the hood, but apparently not needed here.
It’s NOT about the ladder! The ladder truck has extra personnel and carries a lot of extra equipment / tools, if needed. Due to its articulation, a ladder truck also makes a good ‘fend off’ for scene protection.
It could be that the closest station was a light force station. No engine assigned to it. Not every house in la is a task force station (engine, light force, als rescue)
