What are the average costs for construction? Are these prices with planning permission?

Hello, we did another video with all the cost breakdown, the video about building a luxury home for €300,000. In general, you can count €1000 per square meter for key in hand building.

Real estate agents charge a commission, typically around 3% of the price. The lawyer to complete the whole process, including creating the final purchase documents, investigating the title, checking the building restrictions, coordinating with a translator, costs us a little over EUR1000.

My understanding was that foreigners cannot buy land. Is the distinction that makes the difference the fact that the lots here seemed to have former buildings or ruins on the land?

Hello Marie, it is actually very easy for foreigners to buy land or property. We went through the process ourselves, and will be documenting it in a future video. . We purchased land that did not have any pre-existing structures, however they were classified as buildable land. Some people want to reconvert agricultural land, and that can be much more challenging and risky. Most important is to do the right paper work check upfront, to understand the classification of the land and what can be built (which is all included in a document called the UTU). For that, we recommend having a strong lawyer. We have established a good network and can help with this process. What is more complex is to get permanent residence, so if you want to move for good and get a permanent residence permit. But there is a very simple solution, you can get a temporary residence permit for 1 year, and just renew it every year. I hope this helps ! Let us know if you have any other questions.

Hi Phil, thank you for your note, and glad you are enjoying the videos. There are possibilities to get some funding from banks on a house or apartment, but you’d need to have proof of steady income over the past years in Montenegro. Therefore not ideal for a foreigner looking to invest. For now we are funding full cash only, however we are in contact with banks to see if there are any other alternatives. We also investigated getting funding in other countries where we have property, however until now banks seem not open to providing funding for these types of investments abroad. A real shame as there is great potential for a good return. If anyone reading this comment has recommendations or experience getting funding for real estate projects like the ones we have in Montenegro, please share here as I’d love to hear :-) One reason why we are interested in Montenegro and willing to fund ourselves, is because we can build a modern architect home, overlooking the sea, for under $500K, which is very cheap when you look at global comps. It's interesting. Young people there all go away because there is no future in Montenegro,so rich foreigners can move in and buy up all the best land. Really terrible.

Thank you for your comment, and to be honest, it is a sad observation. However, in my humble opinion the country has so much potential, and I was impressed by the young people who I met and who saw and understood the opportunities lying ahead in the near future, and who wanted to be part of the transformation. All around the world there are those who leave their home, and those who stay and see the opportunities. I truly believe the whole country will see tremendous growth, and the investments will not just benefit foreign investors, but lift broad segments of the population. But I am an eternal optimist, and I see the positive opportunities everywhere. Maybe I am naive, and you might be right... The world shows us everyday how despite thousands of years of progress we still often behave in very archaic ways, and can destroy rather than build. Very sad for humanity. But it is such a beautiful country, and with some strong political governance, and inspired leaders, the country could really rise up and shine... just my two cents on your comment.

As an Albanian,I am still not used to the corrupt government, even after all this time.They sell out their people for foreign interests and are rewarded billions of dollars that the people do not benefit from.
