No, it depends on the wind. When the wind is very minimal I guess you could request a runway change in an emergency or if you happen to be comming from that direction assuming there are no other aircraft in the circuit. Most airports/aerodromes have a fixed runway for low wind situations, but ultimately ATC make the call, unless it's an emergency.
