this is the 2nd video I've seen of welding tanks being loaded on these type of lifts unsecured and regulators attached. If the lift were to fail the tanks hit the ground and you've got a torpedo. This video actually shows him laying the tanks down with regs attached which you are not supposed to do with acetylene!

its obviously a light duty lift. use accordingly.
