This was actually in May 1952 and the concrete caisson being towed is one component of 'Hippo', a prototype Mulberry harbour component built in Conwy and tested at Garlieston (not Garheston). It was designed by Hugh Iorys Hughes and completed in 1943. Ultimately it did was not used in Normandy. One component of Hippo remains, derelict but visible at low tide at Rigg Bay, Garlieston
