Sorry Dipsy Im Canadian and used to live in Ottawa but grew up in the GTA and honestly with Ottawa I probably met more Leafs and Habs fans then sens fans just because Ottawa is interesting regarding Hockey because if u're French (Ottawa is on the Quebec Ontario border) u're a Habs fan on threat of family banishment if u're over 35 (Ottawa became a team in 92 so basically if u were born in the early to mid eighties) but not french Canadian u're probably a leafs fan then all the younger people born in the 90s and beyond are sens fans. I got a few weird looks since im a 95 baby but when I said I grew up near Toronto most were like oh that makes sense.

As a jets fan who loves simulations, I'm surprised we made it this far.

I think that if a team shares its state or territory, don't bother with the direction spin. Have them face the team they share the territory with. For example, if the Penguins are spun first, they automatically play the Flyers for control of Pennsylvania. Also, if a team surrounds an unclaimed territory, just give them the state. Example: Carolina had all of the southeast except Alabama; just give them Alabama too because nobody can get there without going through them.
