How does the follower know to spin/turn at the end of this move? That's not clear to me.

That's a follow option/highjack move, they decide to do it on their own. He was going to lead an outside turn but then let go when she made contact with the hip, signaling to him that she was doing something. But it worked with his plan to turn the spin into a redirect
