Usually if they don't have title deeds then there must be some record in govt. And govt. Approved record can be fetched. Like in Punjab, haryana and rajasthan patwari and jamabandi concept is there. Usually non availability for title deed is phenomenon happens in agri properties. In such cases, registered mortgage way is preferable. Again there must be proper govt. Record mechanism should be there in which this property becomes identifiable and appropriate approval from internal legal and lawyer to be taken before proceeding further
