Bro I'm the exact same, hopefully someone can tell us. The only thing I think may be completing all Joe’s workshop cars. But hopefully someone can give us a for sure answer.
If it's locked then we need to wait until they added new story mode, in this game "locked" doesn't mean unlockable, sometimes it means not available yet
