Police and fire crews have been on alert throughout the night and Kennedy Way was cordoned off following flooding of Morrisons petrol station where the forecourt was under three feet of water and the shop interior severely flooded.
Cllr Lewis Clarke who was out between 2am and 5am taking photographs in and around the water said: "I've been waste deep in the petrol station; I've seen several members of the Exmoor Search & Rescue Service and quite a few people at the weir stopping to have a look.
"It's absolutely unbelievable - I and many others who have spoken to have never seen anything quite like this before.
"I was even used to help one of the delivery lorries decide whether or not it could drive along Mountbatten Road as the driver used my body to gauge how high the water would come up to on the truck - the water however, isn't all that cold when you get used to it."
