One chlorine atom is covalently bonded to three fluorine atoms, and ALSO has two Lone Pairs. This gives it an expanded octet. AX2E3 for VSEPR.

must the atoms of the 2 period always satisfy the octet rule ?????

In molecules (not intermediates), I have never seen C N O or F violate the octet rule. Li, Be and B (also period 2) violate it all the time

@@chemistNATE yes sir , but we have some cases like BF3 , we have an "lacune electronic" on the B, sorry for my english i m studying it with french language
