I'm Nigerian. I think the smart thing for Ghana to do so that it can continue to "control" the Diaspora-in-December movement ironically is to champion going to other countries BUT still managing it. So for example, engage stakeholders in Senegal, and host something there that is essentially Dakar X Accra, and then a Nairobi X Accra, Lagos X Accra etc. with it returning to Accra maybe every two years or so. This would allow the Gh stakeholders to continue to be the primary architects, ensure returnees don't get bored and put Gh in a position such that any infrastructure set up in other places don't supersede Accra. Practically speaking, Lagos is probably the only other place that would pull it off. Nigerians share a lot of the same diaspora contacts in UK and US, and also return home in mass in Christmas, Nigeria has the money, Lagos just built a new subway system and renovated its Arts theater and the entertainment setup is already in place. But Nigeria is not really paying attention to it for right now.
