It's absolutely false. According to census1951 of pakistan there were 3.44% non muslims which increased to 3.72% in census 1998. While there were 9% muslims in Indian census1951, but that survey wasn't conducted in Kashmir, so that actual muslim population in India in 1951 was around 11%
